영국의 최근 주택정책 동향과 금융지원 사례연구: 주택·인프라시설 기금을 중심으로

주택공급 이슈는 정부가 바뀔 때 마다 화제가 되며，대책을 발표할 때마다 찬반양론이 크게 대립각을 세운다. 인프라시설 개발 또한 이와 비슷한 양상으로 전개가 된다. 주 택정책이나 인프라시설 구축 관련 문제 모두 넓은 의미에서 도시재생 프로젝트 안에 포함되는 것으로 두 영역 각각 긴장은 존재 할 수 있지만，이를 얼마나 슬기롭게 풀어 나가느냐에 집중하는 것이 현재 우리사회가 가겨야할 올바른 인식이라고 사료된다. 2017년부터 현재까지 영국은 주택정책과 인프라시설 구축의 문제를 동일선 상에 위 치，상호보완적인 관계로 보고 접근하고 있다. 외국의 사레가 항상 좋은 본보기이고 배울만한 것은 아니나，우리나라가 두 문제를 배타적으로 인식하는 경향이 많은 만큼 비슷한 문제에 대한 다른 접근법은 어느 정도 참고할 만한 사항이라 할 수 있겠다. 이 에 본 연구는 넓게는 2018년 현재，영국정부에서 인지하고 있는 주택상황 주요이슈 와 함께 거기에 대처하는 정부의 입장，다양한 정책 그리고 관련 단체와 거버넌스 구 조 등을 살펴보고 좁게는 최근 신설된 Housing Infrastructure Fund(HIF) 프로그 램 사례를 조사해 보면서，우리나라의 상황에 비추어 고려해봄직한 사항들을 재고해 보려 한다.

There has been a lot of controversy surrounding housing supply, in particular, when South Korean government announces housing policies. This kind of situation usually happens when the government attempts to encourage local governments to invest on local infrastructures. Under the idea of urban regeneration, the most important thing for South Korean society is to concentrate on resolving such issues effectively without detrimental confrontation. Policies in developed countries are not always best practices. However, it is valuable to have a look their approaches and initiatives, since different viewpoints on the similar issue contribute to the understanding of the situation and to make a decision productively. Thus, this research will discuss the UK government’s housing policies, governance system for housing issues and an example of financial initiative; Housing Infrastructure Fund with a case study. In this context, lastly, a couple of agendas that should be considered throughout this research will be presented.
